The Directorate of Economics and Statistics was established on 1st November, 2000 with the formation of the State Chhattisgarh after separation from Madhya Pradesh.
Departmental Structure:- Officers and employees in various cadres at the state, district, and district headquarters to carry out the tasks of coordination in the socio-economic activities of the state, regional survey and data collection, compilation and analysis on various subjects, tabulation and presentation of the collected data, etc. are posted.
Subordinate Office:- District Planning and Statistics are established in all the districts of the state at the district level under the Directorate of Economics and Statistics. The Directorate has 8 divisions for the execution of administrative and technical tasks
Responsibilities of the Directorate:-
To collect, survey, analyze, evaluate, and publish data to examine the basic statistics and actual social condition of the state related to the configuration, administration, and development of public welfare schemes by the government and present the social situation and its actual picture.
To coordinate the statistical activities of various departments of the state government.
Compilation of various development indicators.
Supply of data and statistics to the government, researchers, planners, and researchers.
According to the Birth and Death Registration Act 1969, the Director of Economics and Statistics has been designated the Chief Registrar for birth and death registration.
Major functions of the Directorate:-
1. General Information:-
The Directorate of Economics and Statistics carries out the compilation and analysis of desirable statistics for development programs and administrative use for the coordination of government public welfare schemes. Besides assessing the socio-economic condition of the state, it also carries out the work required by various departments of the state government. A survey or evaluation study is executed by Directorate.
The Directorate fully follows the national policy for carrying out its technical work. Under this, useful statistics are compiled, maintained, and various publications published in prescribed formats as per the instructions of the Central Statistics Office of the Government of India, the National Sample Survey Office, the Registrar General of India (Birth-Death Registration), and NITI Aayog. Surveys are also conducted in the Directorate at the state level as per the schedules determined at the national level.
Estimates of the gross or net state domestic product of the state are prepared under the guidance of the Central Statistics Office.
The basic objective of the statistical activities of the Directorate is to strengthen the statistical system of the state in the context of national policies and to provide useful statistics to the administration, planners, and researchers.
2. Major Activities
Publications related to the State Economy:- An annual analytical study of the social condition of the state and the major factors and policies affecting it is published in the form of the Economic Survey of Chhattisgarh. The publication mainly covers the developmental activities of the departments related to state income, agricultural production, animal husbandry, fisheries development, forestry, water resources, energy, industry, minerals, transport, labour and employment, cooperatives and banking, and the social sector. Updated information is provided. This publication is made available to honourable members every year during the budget session of the Legislative Assembly.
State Income (Estimates of State Domestic Product):- To assess the changes in the state's economy, estimates of the state's gross/net domestic product and per capita income (at current and constant prices) are prepared every year under the guidance of the National Statistical Office (NSO), Government of India New Delhi.
Budget Analysis:- Economic and objective-wise classification of the annual budget of the state is also done by the Directorate, which is an indicator of the priorities of the state. According to the guidance of the Central Statistics Office, Government of India, the Directorate classifies the annual budget of the State Government and makes it available to the Central Statistics Office and the State Income Division of the Directorate for preparing estimates of national income and state income, respectively.
National Sample Survey:-According to the instructions of the National Sample Survey Office, survey work is organized every year on a prescribed topic by the central and state governments for policy formulation in the public interest. Under which primary data is collected on related subjects by going door to door.
Birth and Death Registration Work/Citizen Registration System:-Birth is considered as the first right of a child. Under the Registration of Births and Deaths Act, 1969 and the Registration of Births and Deaths Act, 2023 (as amended), it is mandatory to register every birth and death occurring in India. The registration of births and deaths in the State of Chhattisgarh is carried out under the said Acts as well as the Chhattisgarh State Registration of Births and Deaths Rules, 2001.
All the rural bodies of the state, all the urban bodies and all the government hospitals, hospitals of the central and state public sector undertakings do the work of birth and death registration in their jurisdiction. All registrars (birth and death) in the 33 districts of the state, after registration, keep all the legal parts safe with them.
Online registration of births and deaths is done by all the registration units of the state on the web portal of the Office of the Registrar General of India, New Delhi. The State Report on the working of the Act is prepared annually by the Directorate and sent to the State Government and the Office of the Registrar General of India.
Consumer Price Index :-The pilot survey of household incomes of industrial workers is being conducted by Labour Bureau, Shimla, Ministry of Labour & Employment, and Government of India. From the year 2014-15, three districts of Chhattisgarh State have been selected. The final markets of the selected districts are as follows: -
